Prime Minister releases 'Science, Technology and Innovation Policy 2013’

Prime Minister releases 'Science, Technology and Innovation Policy 2013’Indian Prime Minister, Manmohan Singh has released the 'Science, Technology and Innovation Policy 2013' at the Indian Science Congress.

The policy says that the scientific research utilises money to generate knowledge in the country. The document prepared by the science bureaucrats says that its objective is to make research field more inclusive. It says that the Indian society is its major stakeholder.

It points out that the public money should be used to establish 'world-class R&D infrastructure to gain leadership in selected areas of science and it is also in major project initiatives like Big Science projects like the Large Hadron Collider.

The policy will help Indian industry gain global experience and competitiveness in some highly advanced areas. A large section of the document is aimed at promoting private sector investment in R&D, public- private partnership, incentives to industry, benefit sharing, green manufacturing and business incubators and other areas.

A part of the policy reads, "General rules of expenditure control of publicly funded institutions do not suit non-linear growth sectors like science and technology, and more so the innovation sector. Auditing principles should be more aligned to performance than compliance to procedure. The system should be able to differentiate between genuine failures and process deficits."
